Vintage Stocking Santa smoking pipe stocking sequins 3D READ

I am unsure what material this is, it is thin and does not feel like felt. Unsure if there was liquid on this at some point that caused the change in texture or redness to show through or if that is how it was made. It is not perfect, it does have a spot by Santa's hat and the overall red hue. I have not found one like this to compare it too. This has been folded and will be folded for shipment as well.
