Austrian military track jacket. It's a jersey, so to speak.
The emblem on the chest has a red X on it, which I believe indicates that it's a retired item.
You can create a modern silhouette by folding up the ribbed hem.

It's a raglan sleeve, so the numbers might not be immediately clear, but I'd say it's roughly a size M.
